the best advice i can give with bolt actions is to un-scoop as soon as you fire or inbetween the moment you fire and the bullet hits its target. I started doing this the other day with the kar98 and it made a massive difference both witha nd without the sniper scoop. There isn't really a downside to this unless your using a scope on core mode and and trying to remain hidden, in which case un-scooped would give you away.
